The study

The Township of West Lincoln (West Lincoln) has initiated the development of a Road Safety Study and Action Plan. The Study aims to guide long-term mobility safety policy and investment decisions to ultimately reduce traffic-related injuries and fatalities across both urban and rural areas of West Lincoln while supporting Township’s broader strategic infrastructure goals and road network priorities. West Lincoln has engaged LEA Consulting Ltd. to undertake the Study.

What will the study include?

The Study will look at opportunities to improve overall road safety conditions for all users, and will include but not be limited to the following project goals:

Develop a road safety campaign for public awareness and provide education materials.
Undertake stakeholder & public engagement to receive community feedback.
Develop speed reduction strategies including pilot projects and road safety action plans in urban subdivisions to promote road safety
Develop rural road safety measures including pilot programs on selected rural township roads.
Recommend infrastructure improvements including overall capital cost and phased implementation for recommended improvements.
Recommend funding strategies to ensure program sustainability and systematic changes to achieve road safety goals.

Public consultation

The Township of West Lincoln values the voice of its residents and is dedicated to fostering open, accessible, and inclusive public dialogue. The Project Team will engage and collaborate with the public and various stakeholders to learn about current road safety concerns and discuss potential solutions to support a safe transportation network.

Two (2) Public Information Centre (PIC) sessions will be held for this Study. The first PIC will introduce the Study and provide an opportunity for residents to share their input regarding road safety concerns. The second PIC will be held further into the study process to present recommendations and receive feedback on the proposed safety improvements.

Public Information Centre (PIC) 2 - June 25, 2026

A Public Information Centre (PIC) will be held to share the preliminary future directions for the Road Safety Study and Action Plan. The project team will present the proposed emphasis areas, related safety and risk-reduction strategies, examples of draft action plans, the project timeline, and a summary of the work completed to date.

The purpose of PIC #2 is to provide an update on the project, including a summary of feedback from PIC #1, key insights from stakeholder consultation, and results from two (2) road safety surveys conducted in late fall 2025. PIC #2 will also share findings from the pilot project, outline road safety and strategic directions for 13 emphasis areas, and present examples of draft action plans for priority areas. In addition, the session will introduce initial recommendations for implementing and monitoring safety mitigation projects in West Lincoln and provide an overview of next steps in the study process.

The Project Team is seeking public and stakeholder input on road safety concerns for roads under the jurisdiction of West Lincoln. This feedback will help guide future road safety action plans and recommendations for implementing the proposed safety countermeasures.

All interested parties, residents and stakeholders are invited to attend the Public Information Centre and provide comments on the information shared. Members of the Project Team will be available to answer questions and receive comments. Please provide comments on the PIC #2 presentation materials on June 25, 2026, during PIC and final comments by July 10, 2026.

A Public Information Centre (PIC) was held on Thursday, November 27, 2025, to introduce the Road Safety Study and Action Plan and provide an overview of the Study background, timeline, and work completed to date.

PIC #1 Information Boards

Public Safety Concern Mapping Survey - closed

This online survey ran from November 13 to December 15 and allowed residents to pinpoint exact locations, choose the category of road safety concern, and provide detailed descriptions of their issues using the interactive mapping feedback tool.

Data submitted through this form will be utilized as part of the West Lincoln Road Safety Study and Action Plan project. Results from this survey will be analyzed and incorporated into the Action Plan and will help identify areas of concern and/or inform recommendations. All data collected as part of this form is anonymous.

Road Safety Survey - closed

This online survey ran from November 13 to December 15 and gathered insights from residents and visitors in the Township of West Lincoln regarding road safety issues in their neighbourhoods. The purpose of this survey was to identify key safety issues and real or perceived concerns to help inform an appropriate Action Plan which will serve the needs of the local community.
